The United Kingdom and the United States have finalized a major bilateral deal that will keep no import taxes on UK drug products being sold in the American market.

The Terms of the Deal

Under the terms of the agreement, the UK has agreed to increase funding on drugs through the public health system. This pledge guarantees that tariffs on these crucial exports will remain at zero for a timeframe of 36 months.

This development follows earlier statements to hike import taxes on patented pharmaceutical products, with increases discussed up to 100%.

"This deal with the United Kingdom bolsters the worldwide climate for innovative medicines and brings long-overdue fairness to American-British drug exports," an announcement said.

Trade Impact

Pharmaceuticals represent one of the the United Kingdom's biggest goods shipped to the United States, which is easily the largest destination for major companies like GSK and AstraZeneca.

Export figures indicate that in the one-year period leading up to last September, the UK shipped pharmaceutical products worth billions to the US. This value made up a significant portion of total UK exports in that span.

"This guarantee safeguards jobs, boosts investment and sets the stage for the UK to become a international leader for biotech and pharma," the Business and Trade Secretary commented.

Key UK Commitments

The agreement entails several key pledges from the UK:

  • Price Threshold Increase: The UK will lift the cost ceiling at which it deems new treatments to be too expensive by twenty-five percent.
  • Boosted Medicine Funding: There is a target to double overall health service expenditure on drugs from 0.3% of GDP to 0.6% over the following ten-year period.
  • Refund Ceiling: The percentage manufacturers must pay back to the NHS to stay within budget will be restricted at 15%. In the past, repayments topped twenty percent.

Broader Context

The deal comes amid a protracted dispute between the drug companies and the ministers over medicine costs and approval rates.

The disagreement were heightened by claims that US patients were paying significantly more for the equivalent treatments than patients in the UK and Europe.

Over the last 18 months, several significant manufacturing plans in the UK have been halted or abandoned, while substantial funding commitments have been pledged toward US facilities.

The Science Minister stated that the NHS needed to spend more on drugs, noting that its budget allocation on drugs had decreased as a percentage of its overall budget over the previous ten-year period.
